Chapter I: General Provisions & State Attributes
Article 1
Structure & Regime of the State
1.1. Thalondra is an independent sovereign Grand Duchy possessing meritocratic, constitutional, and digital sovereignty.
1.2. Executive authority is exercised through the collective wisdom and rule of law maintained by the Grand Duke, the High Senate, and certified citizens decorated with Order of Merit status.
Article 2
State Capital & Territorial Jurisdiction
2.1. The physical and symbolic heart of the Grand Duchy of Thalondra is the volcanic island located in international waters at coordinates 38°14'S, 77°22'E with its capital Aethelgard.
2.2. All official digital assets, forums, Discord servers, and database platforms of the Duchy are recognized as official digital territory of the state.
Article 3
National Symbols & Protection
3.1. National Flag: Features a Deep Ocean Blue field with a vertical Matte Gold stripe on the hoist side, centered with a silver anchor encircled by a gold rope, an 8-pointed compass star, and a circular laurel wreath.
3.2. Coat of Arms: Features two golden Sea Dragons guarding a blue shield with an anchor and compass star, crowned with the Grand Ducal Crown and resting above the golden scroll bearing "EX MARIA, LIBERTAS".
3.3. National Color Palette: Deep Ocean Blue (#0B1B3D), Matte Gold (#D4AF37), and Storm White/Silver (#E6E8EA).
3.4. State symbols may not be desecrated or utilized for unauthorized, hostile, or derogatory purposes.
Article 4
Official Languages
4.1. The official languages of state administration, diplomacy, and documentation are Turkish and English. Documents published in both languages carry equal legal validity.
Chapter II: Fundamental Rights, Freedoms & Duties
Article 5
Freedom of Intellect & Expression
5.1. Every citizen of Thalondra enjoys absolute freedom in producing, discussing, and expressing knowledge, science, philosophy, art, and innovation.
5.2. Freedom of expression shall not be restricted except in cases involving direct assault on personal rights, hate speech, severe hostility, or intentional sabotage against the domestic tranquility of the Duchy.
Article 6
Citizenship & Equality
6.1. Any individual who accepts the values and Constitution of Thalondra may apply for citizenship regardless of race, gender, belief, background, or geographic location.
6.2. All citizens are equal before the law and Senate decrees. No unearned privileges or exemptions shall be granted outside the meritocracy system.
Article 7
Duties of Citizens
7.1. Uphold the Constitution and community regulations of the Grand Duchy.
7.2. Preserve and defend the prestige, digital infrastructure, and intellectual assets of the Duchy.
7.3. Maintain a constructive, polite, and merit-based demeanor within all official state spaces.
Chapter III: Organs of State & Governance
Article 8
The Grand Duke — Head of State
8.1. The Grand Duke is the Head of State, supreme representative of the Duchy, and guardian of the constitutional order.

Powers & Duties:
- To approve or return laws and High Senate resolutions for re-examination.
- To seal and validate Citizenship Certificates (TCIN).
- To confer Orders of Merit, titles, and honors.
- To appoint senior administrative officials and judges.
- To issue executive Ducal Decrees in emergency situations.
Article 9
The High Senate (Halk Meclisi)
9.1. The High Senate is the supreme legislative, advisory, and administrative assembly of the Duchy.
9.2. The Senate consists of senior citizens holding Orders of Merit and High Senators appointed by the Grand Duke.
9.3. Duties: To draft laws, review citizenship applications, manage community projects, and handle disciplinary oversight.
Article 10
The Court of Justice
10.1. Disputes between citizens or administrative bodies are resolved by the impartial Court of Justice established under the High Senate.
10.2. Every citizen subject to disciplinary action retains the absolute right to present a defense before the Senate.
Chapter IV: Meritocracy & Title System
Article 11
Hierarchy of Merit
11.1. Hierarchy in Thalondra is not determined by wealth, age, or seniority, but strictly by productivity, technical contribution, academic merit, and service to the state.

- Applicant: Candidates undergoing onboarding.
- Certified Citizen: Officially verified citizens holding a unique TCIN (
THL-YYYY-RRRR-C) and digital certificate.
- Order of Merit (Liyakat Nişanı): Senior citizens recognized for outstanding scientific, artistic, or technological service.
- High Senator: Legislative and administrative Senate members.
- Grand Duke: Head of State.
Chapter V: Sanctions & Disciplinary Penalties
Article 12
Penal Provisions
12.1. Temporary Digital Restriction: Minor infractions or disruption of order incur temporary suspension ranging from 1 to 30 days.
12.2. Revocation of Citizenship & Permanent Exile: Severe hostility, treason, fraud, or sabotage against the Duchy results in permanent cancellation of the individual's TCIN code, nullification of their certificate, and permanent ban from all state territories.
Chapter VI: Amendments & Enactment
Article 13
Constitutional Amendments
13.1. Constitutional amendments require a written proposal supported by at least 1/3 of High Senate members or a direct motion by the Grand Duke.
13.2. Adopted amendments enter into force upon ratification and application of the Official State Seal by the Grand Duke.
Article 14
Enactment
14.1. Composed of 14 Articles, this Constitution enters into full legal force immediately upon its publication under the official seal and signature of His Serene Highness, Grand Duke Ahmet Burka Karakış of Thalondra.
